Jelena Grulović was born on October 15, 1985. in Banja Luka. She received her secondary education at the Gymnasium in Banja Luka, and she received her degree in law as a full-time student at the Faculty of Law of the University of Banja Luka in 2008. She started her working life in the Republic Administration for Geodetic and Property Legal Affairs, back in 2009, in the position of senior professional associate for property legal affairs, and later as head of the regional unit, because of the check she is an excellent expert in property law and property problems with citizens of Bosnia and Herzegovina encounter.
